1. Introduction
1.1 Commissioner
Commissioner - Jason
Backup Commissioner - Dave
The Commissioner's duty is to make sure all league actions are
carried out throughout the season, while making sure fairness and integrity are adhered to in all decisions.
2. League Structure and Requirements
2.1 Teams and Divisions
The league is made up of 12 teams in 1 division.
This league is a standard "re-draft" league, meaning players are not kept from year to year. Every year each team must draft an entire new roster.
Teams will compete in head-to-head competition each week whereby the
winner is the team whose starting lineup scores more points than the
starting lineup of their opponent. Player points are determined by the
scoring system detailed in section 5.
2.2 Internet Access
All owners are required to have Internet access. If Internet is not accessible, owners are responsible for letting their opponent and the Commissioner know ahead of time if they need something changed with their weekly starting lineup. All reports and transactions are
published on the Yahoo league site and all league announcements are sent
via email.
2.3 Rule Changes
Any vote taken by the league to change a rule requires a majority vote to
pass (7 out of 12). In theory, everything will be covered and defined properly in the rules at the start of the year, however, we
all know new things can come up. If we find something drastically wrong
(error in scoring rules for example), we'll simply vote
on how it should be updated and make the update based on majority vote.
If someone has a new idea, we can vote on it and make changes during the offseason.
3. League Fees and Payouts
3.1 Owner Costs
The league buyin per team is $20.00 and is due at the draft.
An owner vote of 12 out of 12 is required to lower or raise the buyin from
it's current $20.
The Commissioner will hold the money and make payouts after the end of week
16.
3.2 League Costs
We use a free Yahoo league so there are no league costs.
3.3 League Payouts
With 12 teams we will have a $240.00 pot, to be divided as such:
Super Bowl Champion: $120.00
2nd Place: $60.00
3rd Place: $40.00
4th Place: $20.00
4. Rosters and Lineups
4.1 Active Roster
Rosters must consist of 16 active NFL players or team defenses. Owners are responsible for drafting enough players at each position
to submit a starting lineup each week.
4.2 Players and Positions
Players must be considered either a Quarterback
(QB), Running Back (RB), Wide Receiver (WR), Tight End (TE), or Kicker (K). The final position required is Team Defense (DEF), in which you pick an entire team's defense, for example the Miami Dolphins.
4.3 Starting Lineups
Owners must set the following starting lineup each week.
9 positions consisting of:
1 QB
2 RB
2 WR
1 TE
1 “FLEX” which can be either a RB or WR
1 K
1 DEF
Players can be started or benched up until the start of their NFL game kickoff. Players are locked on Yahoo at the kickoff of their game.

5.3 Scoring Disputes/Stat Changes

http://help.yahoo.com/l/us/yahoo/football/scoring/
League will adhere to Yahoo's scoring dispute rules:
http://help.yahoo.com/l/us/yahoo/football/scoring/football-01.html
If you have a scoring dispute notify the Commissioner and we'll consult the NFL.com gamebook then file a dispute with Yahoo if the dispute is valid.
6. The Draft
The draft is 16 rounds.
The draft order is determined randomly, for example by blindly pulling names from a bag.
The draft will be run in a serpentine "snake" order.
Owners may not draft any team other than their own. If you do not attend the draft you must have a proxy (someone who is not in the league) draft for you or you will not be allowed to play.
7. Free Agents
Owners have the weekly option of of dropping up to 2 players from their roster and adding 2 free agents. Owners must email or call their free agent requests to the Commissioner each week. Free agent moves are executed by the Commissioner based on the current standings in a worst-to-first order, so the 12th place team gets first choice. All undrafted players are considered free agents. The Yahoo league site can be used to search for free agents in all positions.
7.1 Free Agents Additional Notes
- Free agent moves are allowed Week 1 until the week before the championship, Week 15. The final day to get free agents in Week 15 is Saturday December 13th. Deadline for requests is the day before the first game of the week. But if owner hasn't used both requests for the week and they need a player replaced they can still submit request to Commissioner up until kickoff on Sunday.
- The 2 free agent requests are processed in 2 "rounds". This means every owner's first request is executed, then every owner's second request is executed, both rounds in the same worst-to-first order.
- Dropped players are released as free agents and can be requested the following week at the earliest. This means a dropped player cannot be picked up the same week they are dropped. Also players cannot be added the same week they play. For example if a running back plays on Thursday in Week 10, he cannot be picked up until Week 11.
- 2 free agent moves per week is the limit unless your roster has less than 16 players (due to a 2-for-1 trade with another owner for example). In that case the owner can add players until their roster reaches 16.
- When sending free agent requests to Commissioner make sure to include alternate pick(s) in case you do not get your first choice.
8. Trading
8.1 Core Rules
The weekly trading deadline is kickoff on Sunday. If a trade includes
player(s) that have already played that week (such as a Thursday game)
the trade will not be accepted until the following week.
All owners involved in a trade must email or
call the Commissioner with the details of the trade and their
approval. Any trade
involving the Commissioner will be communicated to the Backup
Commissioner. Commissioner will announce all trades to the league via email. Traded players cannot be traded back to their previous team for 3 weeks
unless the player has already been traded to a 3rd team in between.
8.2 Trade Deadline
The season trading deadline is in Week 11 on November 14th, 2008.
9. Schedule and Playoffs
9.1 Regular Season
Regular season is 13 games and played during
weeks 1 to 13 of the NFL season. The regular season schedule is setup
randomly by Yahoo. Check the "Schedule" tab on the Yahoo league site.
9.2 Playoffs and Super Bowl
The playoff tournament will last 3 weeks and take place during weeks 14, 15, and 16 of the NFL
season. The top 6 teams (1st through 6th place) at the end of the regular season
qualify for the playoffs. The bottom 6 teams (7th through 12th place) do not compete in any playoffs after the regular season is over. The playoff matchups are:

10. Tiebreakers
Regular season games may end in a tie and they will be recorded as such
in the standings.
To break a tie for overall standings and playoff placement we will use Yahoo's tiebreak rules: http://help.yahoo.com/l/us/yahoo/football/scoring/football-31.html
To break a tie in a playoff game, we will use Yahoo's tiebreak rules:

11. Owner Conduct
It is expected that all owners will, at all times, conduct themselves in a
competitive and sportsmanlike manner during all league events,
discussions with other owners and activities.
Owners agree not to collude with other owners to the potential detriment
of the league as a whole.
Owners agree at all times to not act in a way that may be perceived as
them "giving up" on the season or making a mockery of the league. Even
if an owner is "out" of the playoffs, please continue to field the best
team you can and make it fun for everyone. All owners are expected to
take the 15 minutes a week it takes to check the injury report and the
bye weeks and submit a valid lineup.
